Russian Tanker Alters Route, Impacting Cuba’s Fuel Supply and Economy

A Russian tanker, the Universal, which departed from Russia in April carrying approximately 270,000 barrels of diesel, initially set its course for Cuba. However, after weeks of drifting aimlessly in the Atlantic Ocean, the vessel altered its trajectory towards Brazil. This unexpected change was noted in maritime tracking data when the ship was seen drifting in the Sargasso Sea, located northeast of the Caribbean.

The tanker’s course adjustment was accompanied by a change in its listed destination to “For order,” a maritime term indicating that the vessel was awaiting new instructions regarding its final destination. The Universal is subject to sanctions from the United States, the European Union, Britain, Switzerland, and Canada, which complicates its journey.

The ship’s voyage began at the Russian port of Vistino in early April, and it was initially accompanied by Russian naval vessels for a portion of its route before continuing into the Atlantic. Cuba, the tanker’s intended destination, has been struggling with significant fuel shortages and frequent electricity blackouts, exacerbated by pressure on its fuel import capabilities.

Amid these shortages, only one Russian tanker has reportedly managed to deliver oil supplies to Cuba this year, after receiving the necessary authorization. Unfortunately, those supplies were quickly depleted, further aggravating the island’s energy crisis. The situation has been compounded by the United States’ ongoing economic pressure on Cuba, demanding political and economic reforms.

Furthermore, tensions between the US and Cuba have intensified following legal actions taken by Washington against former Cuban leader Raúl Castro, related to the 1996 shootdown of aircraft flown by the humanitarian group Brothers to the Rescue. In a related development, the US recently deployed the aircraft carrier USS Nimitz and its strike group to the region, signaling a heightened military presence amid these diplomatic strains.
